Submit your link in the one text field on the front page. Rank is when you submitted it, so whatever went in last is #1, and you hold it until the next person submits theirs.

No. There is no signup, no email address and no password. The one text field is the whole of it.

None of it. The board fetches your page once and reads its Open Graph tags for the title, the description, the picture and the logo, and prints the listing from those.

What happens to my listing when it stops being #1?

It moves down the list as other people submit theirs, and past the tenth it goes into the pile at the bottom of the page. Nothing is ever deleted for getting old, and every listing in the pile is still a working link. Submit it again and it climbs back to #1.

Is there a catch?

No. The board runs on one small server and one SQLite file, carries no advertising, loads no tracking script, and asks for nothing. It is the same board as the ones you pay to be on, with the price taken out.
